GUIDANCE ON THE IMPLEMENTATION OF PUBLIC SERVICES

ACCORDING TO RESOLUTION 116/NQ-CP

1. . The employer submits the application (who is working at the unit).

1.1. IVAN

Use ivan's declaration software to declare and file for public services: Supporting participants in Unemployment Insurance affected by covid-19 (600l).

1.2. Public service portal of Vietnam Social Insurance

Step 1. Log in to the Public Service Portal of Vietnam Social Insurance at https://dichvucong.baohiemxahoi.gov.vn address using a registered account.

Step 2. Select"Profile declaration",the display display is as follows:

Step 3: Choose public services Supporting Unemployment Insurance Participants Affected by Covid-19 (600l):

Step 4: Select "Declaration",and then select: "Confirm" the declaration period to open the declaration screen:

Step 5. Send form 01 as shown in the following image and select Confirm:

Step 7. Select Confirm:

Step 8. Signing and sending records, the screen displays a request to enter the PIN of the digital certificate:

After entering the correct PIN, the system appears a successful application notification:

2. Employees (quit)

2.1. VSSID

Step 1. Sign in to the VssID app

Step 2. Select the Public Service menu

Step 3. Choose COVID-19 Support public services under Resolution 116/NQ-CP (Supporting participants in unemployment insurance affected by the Covid-19 pandemic).

Step 4. Check the time of participation in unemployment insurance (unemployment insurance) not yet counted as unemployment benefits (number of months)

Step 5. Choose the form of receiving support (Cash at the social insurance agency or bank account).

In case you choose to receive support through your bank account, fill in/select the following information:

– Account number of the person who requests support.

Choose a bank (bank branch).

Step 6. Select the receiving agency, click the Send button

Step 7. Enter the OTP code, click Confirm to send a profile

2.2. Public service portal of Vietnam Social Insurance

Step 1. Log in to the Public Service Portal of Vietnam Social Insurance at https://dichvucong.baohiemxahoi.gov.vn address using a registered account.

Step 2. Select the"Declaration"section, which displays a list of public services to declare as follows:

Step 3: At the screen: "List of procedures", select procedure code 653 – Assist participants in Unemployment Insurance affected by covid-19 and select Declaration:

Make the selection: "Declaring" the system will check the participation process information of the social insurance code to display the information as follows:

Step 5. Application: Enter the confirmation code as pictured:

Enter OTP for authentication:

After successfully confirming the system, there is a notice of successful application and as such, the profile of the individual is sent to the social insurance agency successfully.

01A FORM PROCESSING STEPS

  1. Get form no. 01a from social insurance

The following employee does not make form No. 02 (600L dossier) or form No. 03 (600M dossier):

  • Not eligible for benefits at the unit: Having quit their jobs from September 2021 onwards, the person who has been entitled to retirement benefits from September 30, 2021 or earlier (also on the list of form No. 01a due to the late reduction of the newspaper unit).
  • In case of un-profiling: KL, TS, OD newspapers at 30/09/2021 (including included in the list of form No. 01a) waiting for the opinion of the Ministry of Labor.

The number of months of BHTN on form 01a includes the process of participating elsewhere even without closing the book. The number of months of social insurance is not counted: the unit owed to the social insurance as of September 30, 2021, reported the late labor increase after September 30, 2021.

The unit is responsible for the accuracy of all information in Form No. 02, Form No. 03. In case after payment of subsidies, errors are detected, the social insurance agency will calculate the new benefit level according to the time of payment of social insurance premiums that have been redefined; additional payment or recovery of the difference of the new benefit level compared to the employee's benefit received. The unit shall coordinate with the social insurance agency in recovering the wrong payments of employees. In case the unit cannot be recovered, the unit must reimburse the social insurance agency.

  1. Forming no. 02 or form no. 03

Form No. 02: For those who do not change the number of months participating in health insurance, the month of participation in health insurance is actually different but does not change the level of entitlement.

Enter account information, bank code of the unit and employee (with the list of nails with form 01) into form No. 01a.

Note: Changing the ID card to a CCCD card does not need to be adjusted (later make a 608 dossier without doing it immediately). Supplementing, changing phone numbers, wrong ID number / CCCD card, wrong name to make a dossier 608 first. Update the correct information to the file model no. 02, file model no. 01a. The unit can be submitted in several installments.

Electronic profile 600L attached 2 excel files (forms 02 and 01a), no need to print, sign the match.

In case the employee is on the list of form No. 01a but has quit before September 30, 2021 (due to the late labor reduction reporting unit) is not included in form No. 02. In case of sick and maternity leave at 30/9/2021 (leave of more than 14 days in September 2021) is not included in form No. 02 or Form No. 03, pending guidance from the Ministry of Labor.

In case the column of notes of employees has many books if the number of social insurance books written in it is not that of the employee, it is ignored. It is true to make a record of pooling the book before making the form no. 02 or form No. 03.

In case of columns of notes of retired workers if correct is not included in form 02 or form no. 03.

In case the column notes that the employee has been entitled to social insurance if the number of months of social insurance has cut the time of entitlement, it is ignored, if wrongly switched to form no. 03. Each month has been entitled to BHTN minus 12 months of payment.

Form No. 03: For people who change the number of months participating in social insurance (change the level of entitlement).

Enter account information, bank code of the unit and employee (with the list of nails with form 01) into form No. 01a. Update the correct information to the form file No. 03, column 9 of the form file no. 01a.

Electronic profile 600M attached 2 excel files (no printing required, signing and closing).

In case the employee is on the list of form No. 01a but has quit before September 30, 2021 (due to the late labor reduction reporting unit) is not included in form No. 02. In case of sick and maternity leave at 30/9/2021 (leave of more than 14 days in September 2021) is not included in form No. 03, waiting for guidance from the Ministry of Labor.
